Tustin City Council Parking Ban

The Tustin City Council is voting on a parking ban on all public streets. The Tustin City Council wants to ban parking on all public streets between the hours of 2:00AM and 6:00AM. I have heard that the reason that they want to do this is because one of the members of the council lives across the street from an apartment complex and the apartment residents park in front of his house because there is not enough parking inside the apartment complex. For those of us who live in apartment complexes, this seems unfair. Tustin has many apartment complexes that were built 3,4 or 5 decades ago when it was perfectly acceptable to have only 1 parking place per unit. This is no longer acceptable as most families have at least 2 cars. This is going to especially effect places like Mitchell Ave where there are several apartment complexes, none of which have adequate parking and parking (even on the street) is always an issue. This also applies to home-owners. If you are a homeowner in Tustin and you have more cars than can fit in your driveway or if you have an overnight guest whose car cannot fit in your driveway, then you cannot park on the street; you will have to find another place to park your car. If this measure is passed, there will be no more parking on any public streets and the city will be spending $1,046,250.00 on parking ban signs, a Code Enforcement Officer, one new city Police Officer, and 2 Parking Enforcement Officers all paid for by our taxes. If you dislike this idea as much as I do, then you can find more info here or you can contact the City Council Members:

Jerry Amante - Mayor jamante@tustinca.org
Doug Davert - Mayor Pro Tem ddavert@tustinca.org
Lou Bone - Councilmember lbone@tustinca.org
Tony Kawashima - Councilmember tkawashima@tustinca.org
Jim Palmer - Councilmember jpalmer@tustinca.org
City Council Main Line: (714) 573-3010

The City Council should not be telling us that we cannot park in front of our homes.

What?!?! That is one of the dumbest thing I have ever heard. Tustin is just one big complex after another. I would like to see how they can resolve this one. Also, what's up with the "no parking in the streets from 2am - 6 am?" Are you kidding me? What's 4 hours really going to do? So at 1:59am you have to move in your car & drive around for 4 hours until 6:01am? Or is he expecting you to sleep in your car in the Stater Bros shopping center? he must live a miserable life & is now taking it out on the city of Tustin. I wonder if he was one of those kids that got picked on in school and is now using is powers to get back at his bully. hmmm.....

It seems illogical that the brunt of this overnight parking ban will adversely impact Tustin residents living in non-impacted areas such as apartments and condominiums. As the owner of rental property with enclosed garages in the old town area, my properties and tenants are impacted by parking by non-resident families, illegal housing densities, business vehicles, multi-car families, and derelict vehicles.

With the advent of today’s housing and financial markets, we have parents who must work to make ends meet and need multiple cars. I have children and with teenage drivers in my own home who work and commute to school, where shall they park? I'm expecting that my current tenants will be quite unhappy with the parking ban. They too are multi-car families and need to park on the street. Currently, my tenants can’t park in front of their own homes, largely due to multi-family housing on Main Street and restricted parking on Myrtle Street. Where do my overnight guests park? Where shall we park when we go on vacation?

This type of parking ban would be overwhelming for Tustin residents. Most of the Tustin rental properties were built at a time when it was normal for a family to have two cars. School busses where used to transport students. And parking lots today were once used for cloths lines. Residents worked locally and supported our economy.

I do support parking permits in impacted areas. I support a 72 hour legal parking ordinance. I also support parking enforcement and removing derelict vehicles. The latter two points are non-existent in the City of Tustin. Residential parking enforcement only occurs when someone complains; of course adding many more days to the problem when parking enforcement gets involved. I support weekly unobstructed street sweeping, ticketing and removing vehicles if the sweeper is blocked. I also support local and regional mass transit and class 1 bike paths that connect to our surrounding cities and transportation hubs. Additionally, at all future developments; the current requirements for multi-family, high density housing, business, and public parking areas should be doubled in size.

I believe that there is much larger issue in the City of Tustin, non-resident families and illegal housing densities. To clarify non-resident families, meaning that their names don’t appear on a lease or rental contract. Neighborhoods are impacted by sporting events, school events, church events, and even city events. In my neighborhood, I have a neighboring church and intermediate school which are normally unable to park vehicles on their properties. Why is this allowed to occur daily, weekly or even annually? If the property can’t support the event perhaps you might consider an ordinance banning any event that impacts resident parking.

This proposal is being pushed by a few of the City Council members who concerns with blight and overcrowding on Tustin streets. I am sympathetic with the councils concerns, but I believe an outright ban is an unreasonable solution. I urge the City Council to continue to work through this issue with the community and business advocates and consider reasonable alternatives.
